TikTok USDS Joint Venture What You Should Know

TikTok USDS Joint Venture was formally established to manage TikTok’s operations in the United States under a new ownership and governance structure. The joint venture was created following a U.S. executive order issued in September 2025. The order allows TikTok to continue operating in the country while addressing national security requirements. The new entity will serve more than 200 million U.S. users and over 7.5 million businesses.

TikTok stated that the TikTok USDS Joint Venture will oversee platform operations, user data protection, content moderation, and trust and safety systems within the U.S. market.


TikTok USDS Joint Venture and Data Security Controls

The TikTok USDS Joint Venture will manage data security programs designed to protect U.S. user information. TikTok confirmed that U.S. user data will be stored in Oracle’s secure cloud infrastructure located in the United States. The joint venture will also control access to software systems and oversee ongoing cybersecurity monitoring.

The entity will implement third-party audits and follow recognised security standards, including NIST and ISO frameworks. TikTok said the venture will handle algorithm testing and retraining using U.S. data to maintain platform performance and safety. Content moderation and trust policies for U.S. users will fall under the authority of the joint venture.


Leadership Structure of TikTok USDS Joint Venture

The TikTok USDS Joint Venture board will be majority American. Board members include TikTok CEO Shou Chew and executives from Oracle, Silver Lake, and Susquehanna International Group. TikTok appointed Adam Presser as CEO of the joint venture. Presser previously held senior trust and safety roles within the company. Will Farrell was named Chief Security Officer.


Ownership and Platform Coverage

Ownership of the TikTok USDS Joint Venture includes Silver Lake, Oracle, and MGX, each holding a 15 percent stake. Additional investors include Dell Family Office, Alpha Wave Partners, and other U.S. investment firms. ByteDance retains a 19.9 percent ownership interest.

TikTok confirmed that security measures under the joint venture will also apply to related apps, including CapCut and Lemon8, ensuring consistent protections across platforms.
